Tussle between the Indian Administrative Service (IAS) and the State Administrative Service (SAS) officials is growing in Madhya Pradesh as the state officials have decided to go on a mass leave on November 1 to press their pending demands.
The move is crucial considering that November 1 is state's foundation day and civic body elections are starting from December. The SAS association along with its subsidiary associations had sought appointment from the chief secretary earlier this month but didn't succeed.
The association held a meeting on Saturday and decided to go on mass leave on November 1. General secretary of the association, Basant Kurre confirmed that SAS officials along with Superintendent of Land Records Association (SLA) and MP Revenue Officers Association have decided to go on the mass leave.
The demands of the association include holding of Departmental Promotion Committee (DPC) in time. Notably, the general administration department (GAD) has issued a circular on April 24, 2013, stating that DPCs should be conducted twice in a year.
The GAD wrote a letter again on May 12 expressing concern over not conducting DPCs on time. On July 15, the GAD gave instructions to all departments to conduct DPCs and had asked additional chief secretaries, principal secretaries and secretaries to review it, said the association's press statement.

{{/usCountry}}It further stated that GAD is not following its own orders and only one DPC had been held since 2013. For tehsildars and SLRs, not a single DPC was held in 2013. Also, no meeting was organised for promotion of SAS officers to IAS. Further, a DPC was conducted on August 26, 2014 for promotions of tehsildars and SLRs to SAS, but orders have not been issued yet.
The association in its press release has pressed on two point demands. It has urged the government to issue orders of the DPCs held on August 7 and 26 by 28 of this month and secondly to conduct DPC for SAS promotion to IAS by October.
"There is resentment among the state administrative officials and they are demoralised because of indifferent attitude of senior officials of the state government," said the patron of the SAS association, Devisaran.
