Poll panel warns 'dummy' candidates

The Election Commission will file cases against candidates found campaigning for other contestants in the same constituency, Election Commissioner Navin Chawla said in Bhopal on Tuesday.

"The Election Commission is going to keep a close watch on such candidates," Chawla told reporters.

The poll panel would not only lodge first information reports (FIRs) against 'dummy candidates' but the expenses incurred by them would also be added to those of the candidates in support of whom they campaign, he said.

Chawla said the commission has chalked out a communication plan according to which field officials would have to submit reports within three to four hours of receiving any complaint.

"The Election Commission has issued directions to keep a strict eye on dummy candidates fielded by political parties with the intention to (circumvent) the ceiling on election expenditure," he said.

Chawla reviewed Lok Sabha poll preparations with police and administration officials. He also met representatives of various political parties separately. State Chief Electoral Officer JS Mathur was also present at the meetings.
