The reason behind this is that since the film is said to be based in a fictional village in India, there cannot be any reference to existing Indian states, namely Rajasthan, MP and UP.

Joker is based in an imaginary place called Paglapur. However, according to the original script, its location, as stated twice in the film, is a disputed piece of land between Rajasthan, Madhya Pradesh and Uttar Pradesh.

To do away with any hassle that the film may later face due to the names of the states mentioned, the makers have decided to redub the lines and remove the references to existing states. In fact, an earlier instance of such a case was in Aamir Khan's Peepli Live where he had used imaginary state names.
