"The COAI executive council discussed government's decision to unify licences in basic and cellular services, but observed that the details of the guidelines are not yet available. So we are not able to engage in any meaningful discussion. We will await the guidelines," COAI director general TV Ramachandran said.

Ramachandran said that after the guidelines were notified, COAI members would discuss the matter amongst themselves and then "engage in a constructive dialogue with government."

On whether COAI would go for an appeal against government's decision to unify licences, he said "no view has been taken on this, as we have inadequate details about the decision in absence of notification of guidelines"
