Even as the inquiry was on, the accused Manish Arora continued to work as a supervisor in the facility and was only sent on leave on Sunday.
As HT Chandigarh met Amar Kulwant Kaur, secretary of the Bal Niketan Society, running that destitute centre, and other office bearers on Monday, they said that their own inquiry into the matter had not detected anything wrong.
“We even asked the children about the alleged complaint registered on the child helpline, but they did not tell us anything,” said Amar Kulwant Kaur.
Arora had been working with the centre for the last eight years and as per the society officials, he was living in a two-room residential complex within the destitute home.
Though indirectly, the inquiry report pointed at some negligence on the part of the society, running the destitute home. It stated that secretary Amar Kulwant Singh stated before the committee that supervisor was allowed to enter the dormitories of the girls only at the time when children were in their schools, whereas children and the attendants stated that he used to come often in the dormitories in their presence also.

Police have booked the accused Manish Arora under Sections 354 (assault or criminal force to outrage modesty of woman), 354 A (sexual harassment) and Section 12 of the POCSO Act. Sources said that Arora is at large and raids were on to nab him. The role of his alleged accomplices Manjeet and Meena was being investigated. A written complaint on the public window at the police headquarters was also submitted by the group of victim girls.
