A day after deputy commissioner (DC) Mohammed Shayin’s repatriation, sources said officials were preparing a detailed dossier on the IAS official which would include major controversies during his term in office. "Controversial incidents that took place during his tenure will be reviewed in order to determine whether any disciplinary action or inquiry against him is warranted," said an administration official.
Controversies that surrounded Shayin include the incident in which Punjab Civil Services (PCS) officer Amandeep Kaur accused the DC of subjecting her to mental harassment and questioned the appointment of his former personal secretary Punam Malik as joint secretary of the Red Cross Society. MC councillor Satinder Singh had also filed several complaints, including that of defamation, against Shayin.
Earlier this month the administration had proposed to set up a panel for selecting the next DC with Shayin’s tenure due to end in August.
After a vigilance inquiry was initiated over Malik’s appointment last month, Shayin filed a detailed reply to questions posed to him. The UT personnel department had sought a copy of her appointment letter and also asked about Malik’s designation in her parent department, besides whether she was continuing as Shayin’s personal assistant.
Meanwhile, with the change of guard at the top, a reshuffle of middle-rung administration officials is also on the cards. The UT adviser has already ordered to repatriate five PCS officers and one Haryana Civil Services officer with effect from June 19. They include Rahul Gupta, controller of printing and stationery; Sunil Bhatia and Rajiv Gupta, additional MC commissioners; MM Sabharwal, director, of public relations; Tilak Raj, land acquisition officer; and TPS Phoolka, additional deputy commissioner and transport director.
