Giving a major relief to the 11 women constables, the Central Administrative Tribunal (CAT) had directed the UT Police to send them for lower school training course at Madhuban, but subject to certain conditions.

About 11 women constables of the UT Police had moved CAT, seeking contempt proceedings against UT home secretary Anil Kumar and inspector general of police (IGP) RP Upadhyaya. They alleged discrimination by their senior rank officials and demanded that they be sent for lower school training course at Madhuban.
The tribunal had converted this contempt application to execution application and have directed the police to send these constables for the course, but these directions came with some riders.
In the order dated July 31, 2012, a division bench of CAT had ordered that the constables be directed to be sent for lower school training course at Madhuban.
The contempt petition stated that vide order dated April 5, 2013, the police department had deputed 313 constables to undergo lower school course at Haryana Police Academy, Madhuban, but women constables were not sent despite the tribunal orders. There were 12 vacancies in the course but still they were not sent, the petitioners stated.
The petitioners had alleged that though the order of tribunal did not make any distinction between male and female employees, the senior police officials in their own wisdom chose not to send women employees for lower school training course in violation of the tribunal orders and thus indulging in discrimination.
