Denied registration numbers, architecture students move HC

Three students of the Chandigarh College of Architecture (CCA) have moved the Punjab and Haryana high court seeking directions to the Council of Architecture (COA), ministry of human resource development to issue them registration numbers so they could start their practice.

Three students of the Chandigarh College of Architecture (CCA) have moved the Punjab and Haryana high court seeking directions to the Council of Architecture (COA), ministry of human resource development to issue them registration numbers so they could start their practice.

According to the petitioners, they were among 40-odd students who had completed their bachelor of architecture degree in June 2014, but were awaiting their registration numbers.

Harpreet Singh, Shriya Verma and Mrignanynee Bhagat have submitted that the COA had informed the CCA that the college had been put in "no admission"category and that all students admitted from the session 2009-2010 onwards without the valid approval of council could not be granted registration as architects until they passed a competency test conducted by the council to adjudge their competence.

The CCA was functioning since 1961 and was ranked number three amongst top architecture colleges in the country and was a world-renowned institution with quality education of high repute, the petitioners claimed. The petitioners argued they had a valid degree of architecture from Panjab University and it was a recognised qualification under the Architects Act. "Under the scheme of the Architects Act, only the government of India was empowered to impose conditions or derecognise a valid degree. Hence, the COA could not place any conditions or decline registration to them,"the petitioners have submitted.
