The Punjab and Haryana high court has directed the National Council for Teachers' Education (NCTE) to inspect all self-financed Bachelor of Education (BEd) colleges in Haryana in a month so that the exercise for de-affiliation of colleges, not fulfilling the required norms, can begin.
The directions came from a division bench comprising acting chief justice Jasbir Singh and justie Rakesh Kumar Jain during the resumed hearing of a public interest litigation (PIL) filed by Prashikshit Adhyapak Sangh, Haryana.
NCTE regional director Ram Kishore, who was present during the hearing of the PIL, informed the court that of the 490 registered BEd colleges in Haryana, 428 had been inspected so far. "We have issued notices to 285 institutions where deficiencies were found," Kishore said. He, however, added that two more months were required to complete the inspection of all the institutes.
The court was also informed that Kurukshetra University and Maharishi Dayanand University, Rohtak, had also carried out inspection of various colleges and had found deficiency in many colleges.The bench, during arguments of the case, remarked: "Even there is one (same) professor on rolls of many colleges for affiliation purpose. Also the owners of such institutes are not educated. What will be the future of students passing out from such institute?"
The petitioner had informed the court that there were a several self-financed BEd/DEd colleges in the state that were not following NCTE norms. It was submitted that these colleges were being run in temporary rented premises, no data was being maintained about the number of students, staff was being paid salaries through cash and there were no scheduled class timings for the students. The case has been adjourned for next hearing on September
