The Punjab and Haryana High Court on Friday issued notices to Panjab University and MCM DAV College regarding violations of the university regulations after the latter appointed representatives to its governing body without holding elections.
Both parties have to submit their reply to the notice on June 30, the next date of hearing for the case. PU regulations mandate that teacher representatives on the governing body of an affiliated college must be elected through a secret ballot system by way of a simple majority.
However, MCMDAV College had, in a meeting held on July 8, 2012, for discussing the arrangements for the 2012-13 academic session, selected two teachers to the governing body, which has a two-year tenure--from January 2012 to December 2014. The teaching fraternity of the college objected to this.
Terming the action “autocratic and illegal”, four office bearers of the teachers union approached PU and DAV College Managing Committee, New Delhi, to seek their intervention in the issue, after which the university had ordered the college principal to conduct elections according to PU rules.
PU, in its reminder dated November 29, 2013, gave the college an ultimatum and warned it of punitive action if it failed to comply.

{{/usCountry}}However, the university allegedly did not take any action against MCMDAV even after the latter ignored the warning and refused to conduct elections.
RD Anand, a city-based advocate and a former senator of the university, moved the Punjab and Haryana high court earlier this year after the university failed to take action against the college.
