The Punjab and Haryana high court on Tuesday came down heavily upon the state government for illegally appointing Balwinder Singh as Punjab School Education Board (PSEB) secretary in October 2011 and continuing till date.

The court made it clear to the state government either to take suitable action at its end and submit the action taken report to the court on Wednesday or the court shall be compelled to pass appropriate orders.
