As the Congress has suffered major defeats in recently concluded elections in five states except for Manipur, Dhumal will try to appease all sections of the society.

The budget will lay emphasis on the agriculture sector in state and there is every likelihood that apart from the existing farmer friendly schemes, government could announce more schemes for famers. Moreover, the farming community in the state still comprises 90% of rural population.
