More than 10,000 such passes are normally issued every year to politicians, head of departments and even journalists.

Panchkula deputy commissioner-cum-chief administrator of Mansa Devi board SS Phulia said that no invitation cards were being sent this time. "All are welcome to visit the temple," he said.

In the past, there have been instances when even the VIP queues were choked due to the indiscriminate issue of passes.

It is also not certain if Haryana CM would pay a visit. Visits from the ministers and judges of the Punjab and Haryana high court are also uncertain as no invitations have been extended.

650 cops to provide security

More than 650 cops and 100 Home Guards will be deployed. Of these, 350 personnel will be from outside the district. Three horse-mounted personnel will also be there. A number of CCTVs have been installed in the temple complex to keep a check on criminals.
