The municipal corporation plans to spend as much as Rs 52 lakh on a project to study garbage treatment and disposal in the city beautiful, which has not gone down well with both former and present councillors.
The main objective of the study is to develop a comprehensive municipal solid waste management plan for the city. It also includes development of plan for environmentally sound management of existing dumpsite and new landfill.
The mayor along with five officers and councillors, has already traveled to Nagpur to study the waste management plan of that city.
A proposal for consultancy by National Environmental Engineering Research Institute (NEERI) in Nagpur on development of a comprehensive solid waste management plan for the municipal corporation and approval of the same would be placed before the general house of the civic body on Friday. NEERI is a premier research institute dealing in environmental science and engineering in India.
The proposal has however not gone down too well with some former and present MC members.
"MC authorities have begun a new system of getting consultancy services from outside on different issues. When the city already has a garbage disposal plant, why do they need consultancy from outside? If there is need for consultancy, the fee should be charged on the garbage plant authorities. Why should public money be wasted on it?" remarked former councillor Jatinder Bhatia.
Even councillors from the ruling Congress did not seem too keen to agree with mayor Rajbala Malik on the issue. A Congress councillor pointed out that a committee of six persons, including the mayor, had gone to study the project in Nagpur for two days on October 17, but did not take along member of sanitation committee that deals with such issues.
The proposal for consultancy would cover three phases of the project. The cost excludes drilling, mapping and other investigations that would be arranged for by the municipal corporation.
Three phases of solid waste management plan:
Phase 1: It will deal with developing overall plan for management of municipal solid waste generated in Chandigarh. It include technical specifications for specified technological options for incorporation in tender document to be prepared by MC.
Phase II: Study would deal with assistance to MC in evaluation of tender documents.
Phase III: Study would deal with performance evaluation of the implemented technological options after the successful commissioning by the contractor.

City generates 350-400 MT waste
The city generates 350-400 metric tonnes of municipal solid waste that is managed by the MC through sector welfare associations, sehaj safai kendras and garbage processing plant operated by M/s Jai Prakash Associates.
