The Punjab and Haryana high court has granted Haryana Urban Development Authority (HUDA) two weeks to scan two lists of 8,255 people to find out who was allotted more than one discretionary-quota plot in Haryana fraudulently.
The directions came from the court headed by justice Daya Chaudhary when senior advocate Jasjit Singh Bedi, appearing for the petitioner, colonel Dharam Singh Yadav, added 8,200 names to the 55 he had filed during the last hearing for investigation.
In its affidavit, HUDA submitted that after studying a full-bench decision of the high court in the "Anil Sabharwal versus the State of Haryana" case of 1997, its scrutiny committee had found two cases where the allottees had obtained more than one plot, besides 35 cases where allotment had been made in the same family.
Appearing for the state government, advocate general Hawa Singh Hooda contested the petitioner's allegation that the state government had not complied with the full-bench judgment in the Anil Sabharwal case about hundreds of people, including the VIPs, who had discretionary-quota plots.
Prominent allottees in Gurgaon, according to the full-bench judgment, included Vimla Sharma and Ashutosh Dayal Sharma, wife and son, respectively, of former Indian president Shankar Dayal Sharma. Former Punjab and Haryana high court chief justice Shanti Sarup Dewan; his wife, Romila Dewan; and daughter, Shabina Dewan, also have one plot in Panchkula and two in Karnal.

{{/usCountry}}Advocate general Hooda read out the full-bench verdict that says "the allotments made under the discretionary quota shall remain" for bona-fide purchasers who have completed or started construction on the plots as per the HUDA-sanctioned plans before the publication of the notice of this petition (June 6, 1996).
HUDA's chief administrator AK Singh submitted that the urban development authority had found 382 allottees with multiple plots under 18 reserved categories. The process was cumbersome but the system would bring the defaulters to book, he said.
HC orders security to complainant
The high court directed the advocate general to protect the life of complainant SK Sharma of Gurgaon, who has requested the Gurgaon police commissioner already for security. The next hearing is on March 13.
