The Registering and Licensing Authority (RLA), which contributes maximum revenue to the UT’s coffers after the excise department, surprisingly lacks even the basic technical backup system to effectively run its operations.
On Monday, work at the entire license branch of the RLA came to a standstill as the Uninterruptible Power Source (UPS) system, on which its server was running, developed a major technical snag, causing acute harassment to the public.
The department’s functioning could not be resumed for the entire day since the maintenance of defective UPS took a lot of time and the RLA did not have a backup UPS facility on which license branch’s server could have been shifted.
An RLA officer, seeking anonymity, said the RLA was desperately in need of a strong 10-KV UPS backup system, which won’t cost more than 4-5 lakh and that could support the department in the crisis situation like Monday.
He said running the RLA’s server without the power backup involved a great risk; therefore the decision was taken to call the day off.

This could not have been done Monday since all other servers, including that of sub-RLA centres, could not be disturbed in the middle of the day.

As expected, heavy rush was witnessed at the license branch since Tuesday mor ning. The entire lobby was filled with people, resulting in acute suffocation. Women and senior citizens were worst affected.
A resident, Surinder Singh, said it is ironic that even as RLA pocketed a huge amount of 98 lakh from the sale of 300 special numbers of a series it has failed to improve its overall service delivery system. “There is certainly something wrong in the approach of the higher officials who are handling the department,” he said.
‘NOTHING CAME OUT OF REPEATED REQUESTS’
Sources in the RLA said higher authorities were written to several times to provide a backup support for UPS but in vain.
While RLA in-charge Kashish Mittal could not be contacted, registering and license officer Jay Ram Singh said no demand for any back up supply was raised by the technical team.
