A letter from a Class-7 student who can’t go out to play because of the stray-dog menace in his locality has led the Punjab and Haryana high court to issue a notice to the authorities in Punjab, Haryana, and Chandigarh.
The division bench led by justice Surya Kant has sought replies from these authorities by April 7 on measures being taken to curb the menace. The letter received from student Sejal Verma of New Sunny Enclave, Greater Mohali, Sector 125, on November 30, 2014, has moved the bench to club all related pleas pending before other benches into one public-interest petition for hearing.
In the letter to the high court chief justice, the student had written that his residential area had 30 to 40 stray dogs, and because of the fear of these packs, children couldn’t go out to play.
He also wrote that after a car had run some puppies over, the dogs had become ferocious. The canines barked all night, disturbing people’s sleep, so the high court was requested to get these removed from the area.
Several similar petitions from the Punjab and Haryana towns are pending in the high court, which is also monitoring the Chandigarh administration’s measures for dealing with the problem. A dog bit 13 people in Manimajra two days ago in the UT’s jurisdiction.
