Former Punjab home secretary DS Bains has joined as the chairman of the Punjab Infrastructure Regulatory Authority (PIRA), succeeding Tejinder Kaur. Bains had retired on February 2 this year. He will remain the PIRA chairman for a five-year term to hear cases related to private participation in state-owned infrastructure projects under the Punjab Infrastructure (Development and Regulation) Act, 2002.
