An eight-member committee formed by Panjab University vice-chancellor (VC) Prof AK Grover to look into complaints sent by teachers directly to chancellor Hamid Ansari has ruled against the teachers, calling their move a violation of rules, liable for disciplinary action.
The findings will be placed for approval before the syndicate during its meeting on May 31.
Cases of Dr Ashu Khosla of the geology department, Prof Alok Srivastava of the chemistry department, associate professor Dr Neelam Paul of the music department, Dr Madhurima of the sociology department of the University School of Open Learning, Prof Rajesh Gill of the sociology department and Prof BB Goyal of University Business School were discussed by the panel headed by PU fellow Prof SS Johl.
The committee, which also has Central University of Punjab’s former V-C Prof Jai Rup Singh, emeritus history professor Indu Bagga and chairperson of the high-level committee of Central government on status of women Prof Pam Rajput as members, ruled that any aggrieved member should first go to the head of department and in case not satisfied with the response can approach the dean university instruction (DUI) or registrar.
The next level of redressing complaints is that of the V-C, who can refer the complaint to a standing committee, whose chairperson will co-opt three professors named by the complainant teacher as its members. If the issue still remains unresolved, the findings could be placed before the syndicate, stated the panel.

{{/usCountry}}The committee said: “Unless all these channels are exhausted, there will be no justification for collateral approach to higher authorities.” The committee noted that several employees had violated Rule 1 appearing on page 68 and Rule 12(b) on page 109-110 of PU calendar volume-III, 2009, and in one case an employee went to the extent of serving a legal notice on the PU chancellor.
