Ruchika case: HC questions locus standi of petitioner NGO

The Punjab and Haryana high court today questioned the 'locus standi'(legal standing before a court) of the petitioner NGO, world human rights council, which had sought an independent probe in Ruchika molestation case, for filing the petition in the case.

The Punjab and Haryana high court on Thursday questioned the 'locus standi'(legal standing before a court) of the petitioner NGO, world human rights council, which had sought an independent probe in Ruchika molestation case, for filing the petition in the case.

The case came up for hearing before a division bench headed by justice SS Saron.

During arguments, appearing for former Haryana DGP SPS Rathore, his counsel raised various objections on the maintainability of the public interest litigation filed by the NGO. On this, the bench asked the petititioner NGO about its antecedents, its source of funding, address and about the bank accounts, to which the chairman of the NGO advocate Ranjan Lakhanpal sought some time from the court to submit the details. The bench then adjourned the case for May 3.

The bench also directed the Chandigarh administration to file the action-taken report with proper affidavit on the magisterial inquiry report into the expulsion of Ruchika Girhotra from Sacred Heart School in Sector 26 of Chandigarh in 1990.
