The Socio Economic and Caste Census 2011 (SECC) on landless has raised concern for All India Congress Committee (AICC) President Sonia Gandhi who has directed all the congress ruling states including Himachal to effective steps to provide chunks of land to the needy rural populace.
Sonia’s letter to Himachal Chief Minister Virbhadra Singh is accompanied by a detailed submission of Karnataka based 86 years old activist SN Subbarao- a fellow of Gandhi Peace Foundation and founder of National Youth Project. Subbarao has written a letter to Sonia Gandhi and other leaders submitting that the SECC 2011 data revealed that over 30 % of rural households are landless and derive a major part of their income from manual, casual labour.
AICC Chairperson has written the letter to all congress Chief ministers including Himachal CM Virbhadra Singh to initiate some steps according to the situation in the state. She has said Congress has been helping the deprived section always and recent data has brought some new facts before us and being the follower of Congress ideology, steps should be taken to provide the relief to such people who are still landless.
SECC-2011 revealed that Himachal has 12.61 lakh rural households of which 80,222 (6.36%) are landless households deriving major part of their income from manual, casual labour. There are 3.02lakh are Scheduled caste households in the state of which landless households deriving major part of their income from manual, casual labour are 28,795 (9.52%).

Though, tribals of Himachal are the best off among Scheduled Tribe (ST) households in India, 3951 households (5.10%) of total 77522 rural tribal households are landless and derive a major part of their income from manual, casual labour.
Few days ago, state tribal advisory council has announced that ‘nautor’ (waste) land would be provided to younger sons in tribal families, who are traditionally deprived of the right to inherit property, in Lahaul-Spiti district within six months. In 2013, state has also decided to lease out government land for construction of residential house by landless Himachalis or for the rehabilitation for sufferers of natural calamities.
