Around 132 special educators across the state, who train primary school teachers in imparting education to children with special needs (CWSN) under the Sarv Sikha Abhiyan (SSA), will be posted as junior basic teachers (JBT). Their salary would be enhanced to Rs 8900 from Rs 7500. According to SSA state project director Ghan Shayam Chand, special educators were appointed in 2010 by the SSA.
However, contracts of a section of special educators were not revised in October 2013 and their salaries were not paid from April to July, as the state unit of the SSA had been waiting for the ministry of human resource development (HRD) to announce financial allocations for the education of CWSN, Chand said. He stated that there were 141 special educators initially in the state, but it had been reduced to 132.
The ministry of HRD, in its appraisal report for the financial year 2014-15, had finally indicated the budget allocated for the education of CWSN, which will include salaries of special educators, informed Chand. Chand stated that the SSA had earlier proposed a remuneration of Rs 10,000 per month to special educators but the Virbhadra Singh-led government had advised the SSA to adopt a policy similar to that of the JBT.
According to Chand, the decision to bring special educators under the JBT pattern was taken as per directions issued by chief minister Virbhadra Singh. He said the final approval from the government would be obtained in couple of days. He said in some districts, special educators were received their salary on a regular basis, but in few districts, financial allocations for the education of CWSN had not been made available.
