In a significant development, the Chandigarh Police have decided to upload first information reports (FIRs) on their official website. It has also been decided to keep electronic tab on deputy superintendents of police (DSPs).
The decision to upload FIRs on the website -- http://chandigarhpolice.gov.in/ --assumes significance as it will make the justice-delivery system all the more efficient by providing a copy of the complaint to the complainant and accused.
The accused, too, will come to know about the allegations against them without running from pillar to post to obtain a copy of the FIR. As per the law, the copy of FIR has to be provided to the accused but due to delay in completing formalities, accused are often unable to defend themselves and even get bail. The initiative will be part of re-launching the website in the month-end.
Senior advocate SK Garg Narwana said, "It is a welcome step. The accused can also approach for anticipatory bail after seeing the FIR. Though police were bound to give a copy of FIR to the accused but it was not being done in many cases. This will also help in ending corruption.”
UT IGP RP Upadhyaya said, “FIRs will be uploaded once the website is revamped. But the FIRs of sensitive nature will not be provided online.”
DSPs under e-surveillance
In a separate decision, the deputy superintendent of police (DSP) will be under e-surveillance now. In a move expected to ensure their constant availability, DSPs have been provided with video-calling facility and have been categorically told that the IGP can contact them through it anytime during the day.

This is the first time such a facility has been introduced by the Chandigarh Police. Confirming that the facility has been provided to the SP and DSP, the UT IGP says the intention, however, is to ensure promptness in action on part of DSPs. Elaborating, he added, if a complainant comes to him with a grievance he can straight away be brought face to face with the DSP without wasting time in sending the complainant to the DSP's office.
Sources said the initiative of video-calling is being introduced in the Chandigarh Police in a phased manner and soon it will be extended to officials at other levels. In phase 2, the SHOs of police stations will be linked with the facility.
A senior officer said the move is aimed at putting technology to its optimum use for bringing about greater efficiency in the police force.
