The accused, who were arrested on Wednesday, were identified as Prahlad, Rattan Singh and Rajkumar of Haryana, Vinod of Rajasthan and Ankur of Delhi.

The police said that all the accused created shell companies and provided fake bills to clerk Sanjay Kumar, who transferred the money into their accounts.

Sanjay allegedly got commission from them, the police said. “The fake bills worth lakhs were related to repair at workshops and motor oil change,” an officer part of the probing team said.

The five accused have been booked under sections 420, 466, 468, 471, and 120B of the Indian Penal Code (IPC) and provisions of the Prevention of Corruption Act.

Sanjay worked as a clerk at the Haryana Roadways’ workshop in the Chandigarh Industrial Area.

The police had booked him under sections 409 (criminal breach of trust by public servant ), 420 (cheating) and 120-B (criminal conspiracy) of the IPC in October 2018 on the complaint of RK Goyal, the then general manager of the workshop.

As per Goyal, Sanjay had been tampering with payment bills and depositing the money in accounts different from those intended. Through this modus operandi, he had pilfered 1.09 crore of government money, it was mentioned in the complaint.

The fraud had come to the fore after complaints were received regarding delay in payments from Gurugram and Karnal.
