Ludhiana: PSPCL warns officers of disciplinary action over transfer delay

Heads of departments asked to identify defaulters, initiate proceedings and submit action taken report within seven days

The Punjab State Power Corporation Limited (PSPCL) has directed all heads of departments, including those in Ludhiana, to initiate disciplinary action against officers who fail to comply with transfer and posting orders or delay the online relieving process.

In a memo issued by the deputy secretary (services-I) at the PSPCL headquarters, the corporation said it had observed that several officers had neither submitted their online relieving requests nor complied with transfer orders despite their postings having been approved by the competent authority. It also noted that in many cases, reporting and controlling officers had failed to process and approve online relieving requests within the stipulated time, resulting in delays in implementing the orders.

Describing the lapses as a matter of ‘serious concern’, PSPCL said such non-compliance amounted to administrative indiscipline, misconduct, insubordination and dereliction of duty, besides adversely affecting the functioning of the organisation. It clarified that responsibility for implementing transfer orders rests equally with the transferred officers and the concerned reporting and controlling officers.

PSPCL has also asked all departments to submit an Action Taken Report within seven days of the issuance of the memo, detailing the disciplinary action initiated against the defaulting officials and the status of compliance.

The memo further states that heads of departments will be held personally responsible for ensuring strict implementation of the directions. It warns that any further delay or negligence in complying with transfer orders will invite appropriate disciplinary action against the officers concerned.
