According to Sanjeev Kumar, assistant commissioner of police (DLF), four people — including three of Tejpal’s friends and the swimming pool owner — have been booked for negligence causing death. “No one has been arrested yet, and investigation is underway,” he said.

Mange Ram, along with two others, picked up Tejpal from his residence at Sultanpur in Fatehpur Beri in a car at around 11am on Sunday. Around 6pm, the friends informed Tejpal’s family that he drowned, and they were taking him to a hospital in Mandi, a village bordering Gurugram.

Tejpal’s family reached Mandi and found him lying unconscious inside the car, and not at any medical facility. According to them, all his friends were allegedly inebriated at the time.

Tejpal’s elder brother, Hoshiyar Singh, filed a complaint at the DLF Phase 1 police station on Monday afternoon. An FIR has been registered under sections 304A (causing death by negligence) and 34 (common intention) of the Indian Penal Code (IPC).

Hoshiyar alleged that Tejpal’s friends assaulted and killed him. According to him, there were injury marks on Tejpal’s body. Hoshiyar further said that the friends did not call the family directly, and instead rang a relative to report the incident. When the family reached the private hospital in Mandi, as informed by the friends, they were nowhere to be found. It was only after they were called again that the suspects were located.

According to inspector Dinesh Kumar, station house officer (SHO) of DLF Phase 1 police station, all three of Tejpal’s friends were inebriated. “His friends wasted time in rushing him to hospital, which was negligence,” he said.

The SHO also said that further course of action will be decided once the postmortem report arrives.
