So far, contractual and outsources employees were issued entry passes for three months but as per the new rules, their entry passes will have a one-year validity.

In another significant change, the entry passes will now have to be authorised by the additional chief secretary, the principal secretary, and the secretary of respective department. This is in contrast to the previous policy under which joint secretary or special secretary of the respective department would authorise the passes.

Apart from contractual and outsources employees, the process has also been revised for issuing passes to civil and electrical contractors and the labourers deployed to carry out any maintenance work. Now, passes issued to these people will have to be authorised by state department officials.
