Lee, 33, has played only one match, taking 0 for 39 for King's XI Punjab in the Indian Premier League, since returning this month from a serious elbow injury. He won selection Tuesday ahead of the in-form Ryan Harris.
Test incumbent Mike Hussey was also included in the squad ahead of lefthander Travis Birt, while Daniel Christian has held his place as an allrounder.
Australia will play Pakistan and Bangladesh in the group stages of the World Cup, which runs from April 30 to May 16.
