The CBI on Friday chargesheeted former union health minister Andumani Ramadoss for allegedly abusing his official position in allowing Indore-based Index Medical College to admit students without sufficient resources.
The CBI probe revealed that the Indore college got permission for academic session 2007-08 with Ramadoss's approval for one year with an annual intake of 150 students. The Medical Council of India sent two of its teams in May 2008 and found there were deficiencies in resources available at the college.
According to the chargesheet, on September 26, 2008, the petition about the college was listed for hearing in the SC.
The MCI sent its recommendation on September 24, 2008 that the college cannot be considered for admission of even 50 seats. This report had to be submitted in the SC. But KVS Rao, a deputy secretary in the ministry, contacted medical superindent of the Safdarjung College and conveyed Ramadoss's decision to send a central team to Index College and asked for a report in a day. The team reported that the college had adequate facilities.
The matter came up for hearing on September 26, 2008. The chargesheet alleges that Rao didn't brief the then additional solicitor general Gopal Subramanium, appearing on behalf of Union of India, about sending a central team to the college.
Subramanium told the court that staff and facilities were inadequate and the Index College cannot be given permission. The SC disposed off the plea. But on the basis of report of central team, the ministry gave permission to the college. Subramanium advised the ministry to withdraw the permission as it contradicted the submission made by him in the court.

{{/usCountry}}The CBI has also named chairman of college society Suresh Singh Bhadoria, Rao, two doctors of Safadarjung hospital and five others in the chargesheet.
