Can schools set question papers as per the Board format?

Are question papers for the Board exams and the exams conducted by schools the same? Can teachers put up questions from all sets followed by the Board, and make a new question paper that will be easy for the student to answer and score high marks?
The question papers for the Board exam and those conducted by schools are based on the same syllabus and question paper format prescribed by the Board.

Schools are given a set of question papers for administration. If the school wishes, it can mix and match the questions or can make its own question papers as per the marking scheme. However, in the latter case, it will have to email the question paper to the Board for verification. Random verification of the assessment procedures of schools are carried out by the Board officials/nominees.

We have heard that students are allowed to sit together but they have to answer different sets of question papers for the Board exams and that this strategy will be implemented for school exams too. Is this true or can the school implement its own strategy?
The detailed mechanism of administration of the school conducted examination will be decided by the school concerned.
