The Congress on Friday appointed former India hockey captain and Jalandhar Cantonment MLA Pargat Singh (61) as the new president of the Punjab Pradesh Congress Committee (PPCC), replacing Amarinder Singh Raja Warring as the party begins preparations for the Punjab assembly elections due early next year.

The appointment followed days of hectic consultations within the party and came against the backdrop of differences among senior Punjab Congress leaders. Warring, who had headed the state unit since April 2022, met Congress leader Rahul Gandhi in New Delhi on Friday and submitted his resignation.

Congress general secretary and Punjab affairs in-charge Sachin Pilot held consultations with senior leaders in the state before submitting his report to the party high command.

Pargat, a Jat Sikh leader, was chosen over former minister Vijay Inder Singla, a Hindu leader. His appointment is viewed within the party as an attempt to balance its internal equations while keeping the leadership question open ahead of the 2027 polls.

Before entering electoral politics, Pargat had a long career in international hockey.

Pargat’s elevation amid leadership ambitions

Pargat’s elevation does not immediately place him in direct competition with these leaders for the chief ministerial position. His appointment therefore allows the party high command to address the issue of community representation while avoiding an immediate contest over its possible CM face.

Pargat has also largely maintained an independent position amid the factional differences within the Punjab Congress. He has not been openly identified with any of the major camps in the state unit, a factor that could help the party leadership in its efforts to bring senior leaders together.

His consistent criticism of the Aam Aadmi Party government in Punjab, both inside the assembly and through public statements, has also given him a prominent role as an opposition voice. His legislative interventions, public communication and social media presence are expected to form part of the Congress’s strategy as it seeks to sharpen its campaign against the ruling party.

Pargat is a three-time MLA from Jalandhar Cantonment. He first won the constituency in 2012 on a Shiromani Akali Dal (SAD) ticket. After leaving the SAD and joining the Congress in 2016, he retained the seat in the 2017 and 2022 assembly elections on a Congress ticket.

Larger organisational responsibility

His rise within the Congress has been relatively rapid. In 2021, then PPCC president Navjot Singh Sidhu appointed him general secretary (organisation) of the state unit.

Pargat subsequently served as a cabinet minister in the Charanjit Singh Channi government from September 2021 until March 2022.

His appointment as PPCC chief now gives him a larger organisational responsibility at a time when the Congress is seeking to strengthen its grassroots network and resolve differences among its senior leaders before the 2027 elections.

From international hockey to electoral politics

Before entering electoral politics, Pargat had a long career in international hockey. Born in Mithapur in Jalandhar, he played for Punjab Police and was also associated with Indian Railways.

Pargat captained the Indian hockey team at the 1992 Barcelona Olympics and the 1996 Atlanta Olympics, making him the only player to have captained India at two Olympic Games.

He was appointed India’s national hockey coach in 1998. During his stint as Punjab’s director of sports, he pushed for greater sports infrastructure, including the development of hockey turfs in villages.

For his contribution to Indian sport, Pargat was conferred the Arjuna Award in 1989 and the Padma Shri in 1998.

Challenges ahead

“The immediate challenge before Pargat will be to reorganise the state unit, bridge differences among senior leaders and build a cohesive party organisation capable of taking on the 2027 assembly elections,” said a political analyst.

Congratulating Pargat on his appointment, Sachin Pilot said he hoped the new PPCC president would strengthen the party organisation and raise issues concerning the people of Punjab.

“I hope that under your leadership, the party will perform exceptionally well in the forthcoming Assembly elections,” Pilot said, adding that Pargat would have to take the ideas and vision of Congress president Mallikarjun Kharge and Rahul Gandhi to the people.

Pilot also thanked Warring for his contribution to strengthening the party and its organisation during his tenure.
