The incident took place on December 7. The woman lodged a complaint on Sunday alleging that she was standing with her friend when the two constables, posted in the PCR-8 van, came on a motorcycle and caught them.
They recorded a video with their mobile phones and later Hiralal raped her. They also took Rs 5,000 for releasing them, the complaint said.
A departmental inquiry has been initiated, police said.
