Security breach at Parliament: Man tries to scale wall, jump into premises; held

As per Delhi Police officials, the man was caught while trying to scale the wall of the Parliament. He also tried to jump inside the premises.

A major security breach was reported at the Parliament on Friday when a man jumped into the compound of the high-security complex and reached the Garud gate within the complex, officials aware of the matter said.

People aware of the matter said the incident happened at 6:35am when CISF personnel within the Parliament House spotted the intruder near the Garud Gate and apprehended him.

The man, whose identity is yet to be revealed, has been handed over to the Delhi police and is being questioned by a joint team of different agencies.

CISF in a statement, said the man has been identified as Ram Kumar Bhind (19), a resident of Uttar Pradesh.

"Today at about 5:50am, one unidentified person approached the Parliament House complex and tried to scale the perimeter wall with an intention to jump inside. However due to the alertness of the CISF and Delhi Police staff, he was timely intercepted by the security staff and apprehended and handed over to local police for further enquiry. On preliminary enquiry, the person has been identified as Ram Kumar Bind, aged 19 years, native of Distt Bhadohi(U.P). He is working in a factory in Surat and appears to be mentally incoherent. Further enquiry is on," the statement said.

This is the third such attempted breach at the Parliament complex.

On August 16 last year, a man from Uttar Pradesh had scaled a wall and jumped inside the Parliament Annexe premises. The man was released after police said the man appeared to be “mentally unwell” and did not find any incriminating evidence for his attempted intrusion.

In January last year, CISF took over the security of the Parliament after a major security breach the month before. The Ministry of Home Affairs (MHA) on December 20, 2023, directed the CISF to conduct a security survey against the backdrop of a massive security breach reported at the high security complex on December 13.

On the anniversary of the 2001 Parliament terror attack on December 13, two men walked through three layers of security with smoke canisters concealed in their shoes, vaulted into the Lok Sabha from the visitors’ gallery, and sprayed smoke inside the hallowed chambers from the public gallery during Zero Hour.
