NEARLY TWO hundred trucks are stranded at the Chak Ghat check-post on the district border since midnight in the absence of form 31, which is a must for goods vehicles entering Uttar Pradesh from other parts of the country.

Trouble started after the trade tax department suddenly stopped issuing two series of form 31- FOO and FPP, to businessmen without notifying the same through newspapers. Allahabad Goods Transport and Motor Operators Association (AGTMOA) general secretary, Kuldeep Misra told HT that crisis started when the trade tax department, without any prior notice, decided not to allow entry of vehicles carrying form 31 of the above two series.
“The transporters will now have to go to the trade tax department, surrender the forms of the above series and get forms of new series issued by the government,” he said. The entire process was quite taxing and time consuming.
And as traders, who had been earlier issued the forms of the two series, were not at fault, the government should allow the entry of their goods on the basis of the same forms, Misra added.
“Fresh forms can be issued to those whose goods are yet to arrive, as normally businessmen first order goods and then take the forms from the department,” he said.

{{/usCountry}}AGTMOA president, Anil Kushwaha said, “Long queues of trucks on the border during night would pose security problems for goods as well as the drivers, who cannot leave the vehicle behind.” Similar situation was being faced by businessmen in other districts of the State, he said.
Assistant commissioner trade tax, Upendra Nath Misra, when contacted, expressed his helplessness in the matter and said s that he had to follow instructions of the higher authorities. He passed on the buck to the commissioner trade tax saying that he was responsible for issuing notification in newspapers. He was also not sure whether a notification had been issued in newspapers or not.
