Haryana’s director general of police (DGP) SN Vashisht informed the Punjab and Haryana high court on Tuesday that 190 parole jumpers who are life convicts are still at large from the state jails and sureties of many of such absconders are also not traceable.
The division bench was informed by the DGP that there were a total of 207 parole jumpers out of which nine were recently arrested by the police and eight such convicts had died in the due course.
On this, the petitioner informed the court that DGP’s infor mation reveals that even sureties of parole-jumpers in substantial number of cases are not traceable at their given addresses. He submitted that there seems to be some fault with the process of getting surety bonds while releasing life convicts on parole, since sureties were not being properly identified while releasing such convicts. The court was informed that the existing policy requires to be reviewed.
The court was informed that as per the DGP’s reply, the police have not taken any steps for contacting the sureties for knowing whereabouts of parole jumpers. Also in many cases, parole jumpers have abandoned their place of residence.
However, Punjab DGP Suresh Arora in his affidavit informed the court that though information regarding parole jumpers was sought from the field but because of ongoing Lok Sabha elections detailed information is yet to be received. Arora hence sought four weeks’ time to furnish the details of parole jumpers and their re-arrest to the high court.

The case has now been posted for next hearing to July 15.
