IF THE notification regarding the delimitation of wards is not amended, over five lakh old voters may be deprived of their franchise during the forthcoming Nagar Nigam election and it would amount to a clear cut violation of their fundamental right, feel the former corporators.
They raised this matter before Secretary, Urban Development, DC Mishra, who had recently visited the city.
In a memorandum handed over to Mishra, former corporators Prahalad Chandra Gupta, Mohammed Muslim , Kamlesh Singh, Shiv Sewak Singh, AR Ladle and Sushil Yadav apprised him of several irregularities in the notification issued by the district magistrate recently.
They claimed that boundaries of many localities belonging to one ward had been merged in other wards by the Nigam as a result of which nearly five lakh voters may not be able to exercise their franchise. These corporators alleged that the city’s total population of 9,90,298 was supposed to be divided into 80 wards equally but there were many differences in the notification and the actual position of wards.
Kamlesh Singh alleged that there was violation of Section 32 of the Nagar Nigam Act. He alleged that the NN had no population record locality-wise. Several localities had not been divided on the ground of main roads. The delimitation of localities situated between MG Marg and Jawahar Lal Nehru Road as carried out by the NN was illegal.

He was of the opinion that considering the population of the city, at least 90 wards should have been created in place of 80 wards. He said the NN completed the delimitation of wards on the basis of its rapid census while the High Court had directed to carry out the exercise on the basis of 2001 census figure.
