Locals dragged the unemployed youngster, Pawan Kumar Sen, to DN Nagar police station, where he was arrested for intent to outrage the modesty of a woman.

The two incidents of citizen action come amid growing concern that Mumbaiites prefer to look away when a crime is being perpetrated (see page 7), and may reflect a changing trend.

Both the accused and the victim are residents of Chaudhary chawl in Bhakuseth Pada near Navrang theatre in Andheri, the police said. Residents took Sen to task after the girl complained to her mother that Sen had passed lewd comments at her earlier too.

“We have arrested the accused based under section 509 of the Indian Penal Code,” said Vijay Bhoite, senior police inspector of DN Nagar police station.

As reported in HT’s November 19 edition, Bandra (west) residents caught a driver red-handed after he persistently followed a teenager and passed lewd remarks at her. Residents handed him over to the police and launched a no-tolerance campaign against eve-teasers.
