IT WAS a shocking surprise for new Municipal Commissioner VP Singh on Thursday morning.
It’s about the state of affairs, he came face to face with at his new establishment. He found everything amiss. He began his morning on a bad note at 7.30 am and ended it at an equally bad note at about 12 noon.
He had marked Thursday morning ‘in his mind’ as a surprise inspection of various wings of LMC. He began with the LMC’s sanitary system’s inspection, then went to the Central Workshop, and then the headquarters. Things were found bad with the sanitary system, worse at the Central Workshop and worst at the headquarters where he has his office.
VP Singh did not find even a single Zonal Health Officer in any of the zone inspecting his areas till 9 am while the time for them starts at 7.30 am. He fumed, warned and went ahead.
Ahead things were even bad. It was Central Workshop. Here he found eighteen big vehicles out-of-order. “Out of 60 big garbage removal trucks, 18 are out-of-order,” he uttered. Then he went to do a minute study of the 18 out-of-order trucks.
He had to scratch his head when he realised that seven of the eighteen were stranded for a long time for very minor reasons—tyre, tube or battery problem. And most of the vehicles that should have been out by 7.30 am had no one to turn the ignition on by 9.30 am.

Be it the main establishment, cattle-catching wing, accounts, publicity wing, tax wing, health wing, property wing, engineering wing, garden wing or legal wing. He fumed, warned, and came and sat in his office.
