Asthana gets pat, Rawla the snub

IN A significant bureaucratic change, the State Government today rehabilitated 1977 batch IAS officer Abha Asthana by posting her as Principal Secretary of Tourism and Culture departments. Abha Asthana was put on compulsory wait in the wake of the affidavit goof-up in the ICD scam.

IN A significant bureaucratic change, the State Government today rehabilitated 1977 batch IAS officer Abha Asthana by posting her as Principal Secretary of Tourism and Culture departments. Abha Asthana was put on compulsory wait in the wake of the affidavit goof-up in the ICD scam.

She was principal secretary in the General Administration Department which had filed the controversial affidavit, giving clean chit to IAS officer SR Mohanty in the ICD case. When Chief Minister Shivraj Singh Chouhan knew about the affidavit, he first removed Abha Asthana from the GAD and the next day Vijay Singh from the post of Chief Secretary last month.

Asthana along with deputy secretary in GAD Dafane had been served show-cause notices. In their replies, both the officers pleaded innocence and put the blame for the goof-up on the then chief secretary. Abha’s rehabilitation in a month clearly indicates that the State Government was convinced about her explanation.

Vijay Singh, who is now secretary, Indian medicines system in the Government of India, has been served show-cause notice. He is yet to reply to that.

Another major change is the shifting of principal secretary, tourism and culture Swarnamala Rawla to Madhya Pradesh Human Rights Commission as secretary. From being head of the two high-profile departments to becoming secretary in a low-profile commission is seen as a big snub to Swarnamala Rawla.

It is surmised that she paid the price for opposing return of Indian Railway Service officer Ashvin Lohani as managing director in the MP State Tourism Development Corporation. The Government has already cleared Lohani’s appointment but Rawla was said to be opposing it.

Swarnamala was also opposed to IPS officer Pawan Jain retaining the post of secretary, Bharat Bhawan Trust after being divested of the Culture Commissioner’s post last month.

Incidentally, Pawan Jain took charge of IGP, Anusuchit Jati Kalyan in the PHQ today. Thus, the State Government has taken care of bureaucratic angularities in both Tourism and Culture departments by changing principal secretary.
