"The government should strengthen the intelligence agencies. So far it has not been able to find out those involved in the Mumbai blasts in July," Vajpayee said at a rally to kick off the Bharatiya Janata Party's election campaign in Uttaranchal.
He blamed the government for the deteriorating condition of internal security saying, "time and again such incidents have been happening in a particular state".
