is the former chief minister and presently the Congress Legislature Party leader of Haryana. He entered the 10th Haryana Legislative Assembly from Adampur constituency for the seventh time (1968, 1972, 1977, 1982, 1991, 1996 & 2000).

Under his leadership Congress had won only 20 of the 90 seats in the 1999 assembly elections, though it later managed to raise its tally to 28 by getting some independents on its side. In case Congress is able to dislodge the Chautala government he will be the strongest claimant to the chief ministerial slot. He has earned the sobriquet of being a wily politician and manipulator capable of uniting the party.
