Bhatta rapes: Top cop served warrant

The National Commission for Scheduled Castes (NCSC) in a press note on Tuesday issued a warrant of arrest against the senior superintendent of police (SSP) of Gautam Budh Nagar, Jyoti Narayan, for his failure to act in the alleged Bhatta-Parsaul rape cases.

The National Commission for Scheduled Castes (NCSC) in a press note on Tuesday issued a warrant of arrest against the senior superintendent of police (SSP) of Gautam Budh Nagar, Jyoti Narayan, for his failure to act in the alleged Bhatta-Parsaul rape cases.

The commission has asked the director general of police (DGP) of Uttar Pradesh to arrest the SSP and produce him before the commission on October 25.

The commission had received affidavits from seven alleged victims, conducted a thorough hearing and, on August 16, asked the UP police to lodge FIRs against policemen for the rapes.

“The police ignored the order. The SSP was summoned four times to be present at the commission, but he never turned up. The police informed us a CB-CID (crime branch-criminal investigation department) probe had been ordered. But without an FIR, what will the CB-CID probe? Non-registration of FIR in a case as serious as that of rape, is itself a crime,” NCSC chairman PL Punia said.

Punia added, “Rape is a cognisable offence and we have provided the UP police with our probe report. The delay is baffling. The CB-CID probe has been ordered only to divert attention. There are reports of threats to the women. We have asked the police about the delay.”
