State Health Minister Chandramohan Rai said that an inquiry by the chief medical officer-cum-civil surgeon of Madhepura revealed that the asylum was being "clandestinely" run by a quack.

"We have declared the asylum illegal and district magistrate (Madhepura) has been asked to get it locked immediately," he said.

Instead of administering conventional drugs, patients coming to the asylum, run by Mahadeo Yadav, about 20 km from Madhepua, are first chained, spanked and then bathed in cold water and Yadav who claims to have treated many mental patients by his divine powers is not even a matriculate.

An FIR was also being registered in Madhepura against the proprietor of the asylum, Rai said, adding the district magistrate had also been directed to take appropriate legal action in this connection.

Chief Minister Nitish Kumar had on Monday ordered an official probe after a private channel showed footages of "treatment" and pathetic condition of the patients lodged in the said asylum.
