Bihar orders probe into chaining mental patients

Bihar CM Nitish has ordered an inquiry into chaining of mentally retarded patients at an asylum in Madhepura.

Bihar Chief Minister Nitish Kumar on Monday ordered an inquiry into chaining of mentally retarded patients at an asylum run by a quack in Bihar's Madhepura district.

"I have ordered the probe to be conducted by the state Health Secretary", Kumar told reporters.

If the person ran the asylum without permission, then action would be taken, he said.
