It was clearly mentioned in the agenda that there would be ‘debate and voting on the second supplementary budget of the financial year 2006-2007’.

However, leader of the opposition Lalji Tandon complained that the Speaker did not give any opportunity to debate over the issue. Before leaving the House, he said that as the Chair wanted to get the budget passed without any debate, there was no need for the BJP members to be present in the House.

Rejecting the BJP demand for a debate, the Speaker clarified that he had repeatedly called the members for a debate but as nobody took any initiative, he decided to get the budget passed.

Meanwhile, the government assured the members that it would make all possible efforts to ensure that doctors transferred to PHCs resume their duty immediately. It clarified that delay in posting doctors in some PHCs was due to some legal complications. The issue was raised in the Zero Hour through an adjournment notice by Sukhdev Rajbhar (BSP).

Speaking on the issue of manhandling of media persons in Gorakhpur, Parliamentary Affairs Minister Azam Khan said that the officials found guilty of beating up the scribes would be punished. The issue was raised during the Zero Hour by Dr Radha Mohan Agarwal who alleged that some journalists, including president of the Gorakhpur Press Club Shafi Azmi, were beaten up and locked in a room by some officials of the Gorakhpur Development Authority (GDA). The incident took place when the journalists had gone to the GDA office to collect information about the demolition of a building.
