CAG indicts DU for irregularities in payments

The Comptroller and Auditor General has accused DU of making "irregular" payment to the tune of Rs 25.07 lakh.

The Comptroller and Auditor General has said that Delhi University has made "irregular" payment to the tune of Rs 25.07 lakh as advance increments to teachers in violation of the orders of University Grants Commission.

In its report for 2005, the CAG said the university granted two advance increments from January 27, 1998 to 32 teachers who had secured PhD before joining the university.

The grant of two advance increments to such teachers was "irregular" as the orders of the UGC clearly stated that the benefit was meant for those teachers who had acquired PhD while in the service of the university, it said.

"Thus, the university made irregular payment of Rs 25.07 lakh to 32 teachers for the period July 27, 1998 to September 30, 2003", the report said.

While the university confirmed that the benefit was admissible to only those teachers who acquired PhD during service before January one, 1996 in terms of the orders of the UGC, it did not clarify the reason for the benefit being extended to those teachers who had secured their PhD before joining the university, it said.

In August 2001, UGC further extended this benefit to the teachers who had acquired PhD during their service period prior to January 1, 1996 and had not been given the benefit of advance increments as per the earlier career advancement scheme.
