The Delhi government failed to utilise funds allocated under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) by the Central government, a CAG audit has pointed out.
The money under this head is allocated by the Centre to the states for building of infrastructure such as roads, transport network and housing.
The Delhi government was allocated Rs. 2823.18 crore of which it failed use Rs. 196.88 crore.
The CAG report, tabled in the Delhi Assembly on Tuesday, says a plan for the construction of 44,720 dwelling units had to be dropped due to non-availability of land. Moreover, only 85 of the completed 10,684 houses could be allotted to the beneficiaries, as the policy of allotment could be finalised only in January 2011.
The report also mentioned cost escalation in the construction of Signature Bridge across the Yamuna at Wazirabad. “The delay in taking decisions by the government escalated the cost of a bridge on river Yamuna by Rs. 672 crore. In violation of terms and conditions of the contract, the contractor got the fabrication job done in China. The contractor was also paid Rs. 20.60 crore as secured advance for the material procured in China,” the report says.
The auditor also rapped MCD for spending ‘unapproved’ money on road improvement.“The MCD incurred an expenditure of Rs. 4.33 crore on improvement of roads, which were not approved by its working committee,” the report says. The JNNURM was launched in December 2005 with the objective of reforms driven and fast-track development of cities across the country.
