Massive media blitzkrieg with bollywood stars exhorting people to build toilets, district and panchayat officials’ appraisal report linked to number of toilets built, outreach programme on the lines of pulse polio are some of the items of the action plan drawn up by the government to achieve Prime Minister Narendra Modi’s target of Swachh Bharat.
The plan discussed by rural development minister Nitin Gadkari with the states on Monday will be rolled out soon, sources in the ministry said.
The exhaustive action plan comes in the wake of the prime minister advancing the target year (for building toilets for all) from 2022 to 2019. Speaking from the ramparts of the red fort on August 15, Modi had spoken about the need for toilets and that every household will have access to it by the 150th birth anniversary of Mahatma Gandhi.
The decision to involve film icons to communicate the need to build toilets has been taken, said a government official, with an aim to change the mindset of population that prefers relieving itself in the open.

{{/usCountry}}The plan also includes creation of a special purpose vehicle (SPV) that will be entrusted the task of routing the CSR funds from the corporates and taking up the public private partnership (PPP) projects.
While the census 2011 puts the percentage of households without toilets at 67, according to the latest baseline survey (2012-13) the percentage stands at 60.
Based on the baseline survey, 8.84 crore households have to be covered with individual toilets in next five years and the project is estimated to cost the government Rs 177 lakh per year.
