According to Parliamentary Affairs Minister P R Dasmunsi, the Government is keen to utilize the time available to it upto May 22 to clear certain important bills and discuss various issues including price rise (demanded by all parties), foreign policy (sought by the BJP) and the BJP’s controversial CD in UP and the false encounters in Gujarat (which Congress wants). However, if the House gets disrupted on various issues, including the outcome of the UP results, the UPA may be forced to opt for an early adjournment.

There have been speculations that the UPA government may seek an early adjournment so that it can invoke President’s Rule in Uttar Pradesh where the assembly election is expected to deliver a fractured verdict. According to constitutional provisions, an immediate parliamentary ratification is required if the state is placed under President’s Rule when Parliament is in session.

After the Finance Bill is cleared in the Lok Sabha on May 3 and in the Rajya Sabha on May 5, the Government is left with seven working days, excluding one weekend and three holidays that come in between.
