THE SPECIAL Police Establishment (SPE) of Lokayukta on Thursday filed charge sheet against Minister of State for Water Resources Jugal Kishor Bagri and BJP MP from Satna, Ganesh Singh, in the special court at Satna in connection with irregularities in appointment of Shikshakarmis in 1998.
A charge sheet against rest of the 11 accused had been presented earlier. Bagri was then MLA and co-opted member of selection committee of district panchayat (Satna) while Ganesh Singh was chairman of the cooperative committee and member of the district panchayat Satna in 1998.
During investigation the SPE found that experience certificates issued by ineligible institutes were deemed proper and in 20 cases those who had applied after the expiry of the last date of application were selected in violation of norms.
As MLA from Raigaon (Satna), he was co-opted member of the district panchayat and he selected his own daughter for Shikshakarmi Grade-1 in violation to rules.
Some candidates were selected in violation to norms of reservation and also the government directives regarding roster were not followed. Besides, general candidates were selected against the posts meant for physically challenged and women. Also, the police found that records and entries were forged and tampered with in order to select ineligible candidates.
Subsequent investigation revealed that as per rules 384 candidates were to be called for 128 vacancies (three candidate per vacancy) but more than 400 persons were called. Besides, many other serious irregularities in the process of selection were found. The case was registered in September 1998 under sections or Prevention of Corruption Act, fraud, forgery and conspiracy.

{{/usCountry}}Eleven persons including G M Khan, Deputy Director Education, Ramlal Singh Additional Director, R P Sharma, secretary, Dhirendra Singh, Girdhari Lal, Ram Vishal Patel, Virendra Singh, Sushila Devi, Mamta Kushwaha, Narendra Pal Singh and Biharilal Verma. The charge sheet was presented against eleven persons in December 2004.
However, waiting for government’s ascent, the charge sheet against Bagri and Ganesh Singh was not presented. Today the charge sheet was presented in Special Court at Satna. Only recently the Lokayukta police had presented charge sheet in the court against former State minister Om Prakash Dhurve.
